Out policy is one of non-alignment, he said adding, ‘we do not have enemy states or such groups or blocs. During the last era, we worked with many nations in agreement and friendship for national security. We now step into the development era. We extend our hand of friendship to those who assist us in this endeavour’.

We have the inherited wisdom to tolerate all opinion and take mature decisions. We have a tradition of understanding our problems and conflicts and finding solutions for them, he further stated.

‘We are not a miniature of a developed country. We are Sri Lanka. Our motherland is Sri Lanka’.

Friends,

You are well aware that you now stand on our motherland that is much greater than what was handed over to me five years ago. There can be no greater satisfaction to a leader than the humble joy of being able to address one’s people after building a much better country than before and successfully carrying out the responsibility handed over to me by the citizens of this country.

Friends,

I recall how, five years ago on November 19, 2005, I took over this country in this premises. On that 19 th of November when I took over this country it was divided and the Sri Lankan nation was losing this country. Yet, we toiled day and night with patience and commitment, facing all hostile forces, unshaken in the midst of rising storms. Subsequently, on another memorable 19th - the 19th of May - we united this country achieving a victory over terrorism that had its global echoes. Today, on this 19th of November, I take over this country again with the determination, strength and courage to raise my motherland to a position of greatness in the world.

Sri Lanka became a united nation, freeing the country in line with the Mahinda Chinatana of 2005. From this day on, we will bring this nation to a position of greatness in this world implementing the policy of Mahinda Chintana: Vision for the future. Today, I take over this country with more courage, strength and confidence than in 2005.

Friends,

Most of us, throughout our lives, have seen two destructive uprisings in the South and a thirty year long terrorist destruction in the North. I have seen efforts to globally humiliate our motherland
through terrorism and separatism, and uprisings.

Our task as a nation on the rise to be among the great nations of the world, is to prevent such bloodshed in another twenty or thirty years. Therefore our first task is to ensure lasting national unity and sustainable, permanent peace in our motherland.

I believe that the eradication of poverty is greater than the defeat of uprisings. It requires true bravery.

Friends,

In the Mahinda Chintana of 2005, we decided to develop the 16,000 villages where more than 80% of our people live. You will feel the change in cities outside Colombo and in the villages where there is a new light of progress in place of the former darkness and ruin around. When five ports are being developed the villages around them will inevitably be transformed into developed economic zones. These rural areas that were ignored from the days of imperial rule are being developed and the nation's doors open for new employment, industry, business opportunity and massive development.

Yet, we are aware that the developed countries in the world have many other cities of fame apart from their capital cities. When development spreads and the revolution of roadways expands we will have several cities that are not second in anyway to Colombo. This will inevitably lead to a completely different image of Sri Lanka that the world will see tomorrow.

The massive power projects now under construction will ensure that by 2012 every home and family in our country will have electricity. Therefore, the land that was freed from terrorism will by 2012 be a land that is freed of darkness. You will soon hear the hum of industry that is powered by this energy.

In keeping with the exhortation of our former kings that not a drop of water should flow to the sea without first serving the people, we are today harnessing the water in all our great reservoirs for the task of development. All reservoirs must be used without letting them idle. This will lead to the filling up of our barns, providing drinking water to the people. When we have enough food for our bodies, our minds will be filled with the comfort of freedom.

Friends,

What lies ahead is a period when all of us will have to work hard for our country. Our expectation is to modernize all areas of employment as to make them more productive and provide more revenue. The work of our people should be regarded as an asset and not the result of hiring or slavery. Our labour is an asset of dignity. It is by increasing the quality of work that my country can be made the Wonder of Asia.

Friends,

We have great hope for our younger generation. We will forever remember the way our young men joined the combined forces and brought victory to the nation, which bewildered the world. I lay trust in our beloved sons and daughters while remembering those unparalleled heroes of war who rest in this soil.

We must move towards a future generation that is trilingual. It is my hope to raise the level of computer literacy to 75% in the near future and make our future generation true heroes of technology in the modern world. The name of Sri Lankan youth must top the list of those employed in the fields of science and technology. Our generation can achieve this victory by making our country the knowledge hub we intend it to be.

What I seek is a country where we can travel from one end to another in a few hours; an era which provides a good income for our people. We must rise by making this country the hub of development in the five-fold areas of naval, aviation, commerce and trade, power and energy, and knowledge. We must make this a country one among those with the best quality of life.

There is no room for hatred on politics, community, caste or religion when our children are brought up in a life that is replete with all facilities, has shelter and security, and is rich in love and
friendship.

Development does not mean living in isolation surrounded by concrete structures while abandoning great humanitarian values, distancing oneself from the greenery of trees, nature and other species around us. We should move towards development while safeguarding the great humanitarian traditions that exist among our people. Nature as seen in the trees, vegetation and animals in our habitat should also obtain the benefits of the development we achieve.

Remember this!

We are not a miniature of a developed country. We are Sri Lanka. Our motherland is Sri Lanka.

We understand our problems with perceived wisdom, based on realities. The expectations of the people are not those of the terrorists.

We have carried out development work in the North and East as never before in the history of these regions. All development processes carried out in the North and East, are a closure of the highways to terrorism. I strongly believe that this infrastructure to banish poverty is a major part of a political solution.

The people of the North were able to use their franchise in freedom at the Presidential and Parliamentary elections. In the forthcoming elections too, we will ensure their right to vote freely and elect their representatives.

I am not used to abandoning a task due to difficulty or hardship. Not only in freeing our nation, we will also not hesitate to take the boldest of decisions in resolving the deep crises that many think
prevail in society. We need a land free of a lawless underworld, racketeering, extortion and the carrying of illegal weapons or drugs; a land free of corruption and inefficiency.

Friends,

We received a huge majority in all regions of this country in the Presidential and Parliamentary elections. The people of this country gave us a huge mandate which cannot be possible through proportional representation. We wish to see everyone in this land become a stakeholder in the future victories that will flow from this great victory, regardless of political differences.

There is no higher position you could elevate me to. I too do not see any higher position I could achieve in our motherland. There is only one place I can think of. It is my home at Madamulana where I will retire to. If when I go there, the people of this country who meet me tell me with gratitude, ‘You have done your duty by the country’; that shall be my greatest satisfaction. I value the joy and contentment of my people more than my own.

My dear sons and daughters,

Never in any of my speeches have I referred to my motherland as a small country. I have never called the land of my birth, ‘small Sri Lanka’ or ‘small Island’. This is a land with a great history of many centuries, where the Kalawewa, Ruwanweliseya, Sigiriya, Yoda Ela, Lovamahapaya stand; where the Buddha has trod thrice on this land. A land that won our freedom from the world’s most powerful imperialism from struggles that lasted nearly four centuries; has defeated the most ruthless and savage terrorist of the world. It is where people who follow four different faiths live in harmony and where today many communities live in brotherhood; and where the world’s largest habour and five other ports are being built, and the strides of development are proceeding to build airports, expressways and massive power stations. With such an abundance of greatness who would dare to say
that this is a small island?

Therefore, never ever call this a small country. You too must develop your body, mind and word to match the dignity of this land of your birth and take this country to the greatness it deserves.

                            LIEUTENANT GENERAL JAGATH JAYASURIYA USP ndu psc



            Lieutenant General Jagath Jayasuriya USP ndu psc is the 19th Commander of the Army to have assumed office on 15th July 2009 after Sri Lanka Army was founded in 1949.
Lieutenant General Jagath Jayasuriya has been the Commander, Security Forces Wanni since August 2007 to-date before he took over the mantle of the Army. To his credit, Lieutenant General Jagath Jayasuriya has been actively engaged in the overall military planning and operations in the Wanni.
As a brilliant product of Royal College, Colombo, he completed his higher studies in the science stream and excelled in different spheres. He particularly showed his prowess in the field of sports and athletics and brought fame to his alma-mater, both at national and international levels. His extraordinary talent in Boxing made him Captain of the school team. He was awarded boxing colours in 1974, 1976 and 1977 respectively and became one of the best athletes in the school. His contribution to the field of cricket, basketball and hockey also won laurels for his school. To this date, he has been an international referee/judge in Boxing. In recognition of his sterling qualities, including leadership, integrity, dependability, honesty and straightforwardness, he was appointed to the coveted post of college prefect in June 1977.
In 1978 his future career planning took roots when he joined the Sri Lanka Army as a Cadet Officer. He passed out first in order of merit of the Intake-10 and was commissioned as a Second Lieutenant on 23rd January 1980. Subsequently he rose to the ranks of Lieutenant (1981), Captain (1984), Major (1988), Lieutenant Colonel (1993), Colonel (2001), Brigadier (2001) and Major General (December 2005) respectively.
Young Officers Course at School of Armour, Pakistan (1980), Radio Instructor Course at Armoured Corps Centre and School, India (1982), Senior Tactics Course, SLMA and ATS (1987), Mid Career Course, School of Armour, Pakistan (1988), Defence Services Staff College Course in India (1989), Master of Science Degree in Defence Studies, University of Madras, India (1990), International Defence Management Course, USA (2004) and National Defence University Course in China (2006-2007) were among many military career disciplines he has hitherto followed.
In his illustrious career spanning over thirty years, he has held a number of various operational and staff appointments in the past three decades.
Upon completion of the military training at Diyathalawa Sri Lanka Military Academy, he served as Troop Leader 1st Reconnaissance Regiment (1980-1983) and as Adjutant (1984-1985) which he later commanded. He was then appointed in August 1985 as Staff Officer Grade 111 in the Directorate of Personnel Administration, Army Headquarters. In October 1987, he was appointed the Squadron Commander, 1st Reconnaissance Regiment, Sri Lanka Armoured Corps, Second in Command, 3rd Reconnaissance Regiment, Sri Lanka Armoured Corps (1992) and later on the Commanding Officer, 1st Reconnaissance Regiment, Sri Lanka Armoured Corps (May 1994-June 1995). After his academic stint abroad at the Defence Services Staff College in India, he returned in June 1990 to receive the Brigade Major, 9 Brigade appointment in Jaffna. During January 1991-July 1992, he served as Chief Instructor at Officers Study Centre and Staff Officer II (Training), Army Training Centre. Later on, he served in the capacity of Staff Officer Grade 1, Armoured Brigade until May 1994. During July 1995-May 1996, he was the General Staff Officer 1 at the Joint Operations Headquarters (JOH), serving all three services and the Police. He served as Colonel Military Secretary Army Headquarters in the period between June 1996-August 1997. Lieutenant General Jayasuriya for two separate brief stints served as Commander, Armoured Brigade (September-December 1997) and Commander, 563 Infantry Brigade (January-April 1998) respectively. During July 1998-June 2002, he was the Military Liaison Officer at Ministry of Defence where he was entrusted the task of coordinating all military matters with all three services and the Police.
His appointment as Commandant, Sri Lanka Military Academy (SLMA) in July 2002 enabled him to promote the image of the SLMA further and execute changes to the curricula, attracting more and more foreign students. In September 2004, he flew to Defence Resource Management Institute, Naval Post Graduate School, California, USA to follow a military course. In December 2004, he was appointed Director of Operations at Army Headquarters. In the midst of worsening terrorist scenario, he was made General Officer Commanding in 52 Division where he served until he was chosen to follow the one-year long National Defence University Course in China. He was afterwards made Commander, Security Forces Wanni in August 2007, an appointment he has held to-date until he was appointed as Commander of the Army by His Excellency, the President Mahinda Rajapaksa on Sunday (12).
Lieutenant General Jayasuriya is a recipient of several awards and military decorations, including Uttama Seva Padakkama (USP), Army 50th anniversary medal, Long Service Medal and Clasp, 50th Independence Medal, Desha Puthra Sammanaya, North and East Operations Medal, Poorna Bhoomi Padakkama, Riviresa Campaign Service Medal and a few more.
He sustained serious injuries during the Operation "Jayasikuru" in 1998. He is married to Manjulika Aruna and has two children, Sanjaya (23) an

                                                     A Haul of LTTE Claymores recovered




Naval personnel attached to SLNS Theraputta in the North-western Naval Area on information received recovered a haul of LTTE claymore mines hidden in Kokkupadayan on 18th November 2010.

The claymore mines were found buried under ground at the location, concealed in a plastic container wrapped in polythene. They were the product of the LTTE and consisted of 08 mines weighing 08 kilograms each and another weighing 2.6 kilograms.

Naval intelligence team attached to SLNS Theraputta in the North Western Naval Command on information received recovered a T 56 weapon with a magazine, hidden underground in the general area of Silawathurai, on 17th November 20

Police College

A training school for the Ceylon Police was opened by Mr. Longden I.G.P. on 16.11.05 with Mr.D.V. Altendorff A.S.P. in charge.
This school was situated in an old dutch upstairs building in Prince street, Pettah, which is now the Pettah post office. Parades were held on the old Racquet Court, which is now the charmers granaries. Lecturers for station house officers under training were I.PP. Elivathamby and Mack whilst the lecturers for the Recruit Constables were civilians - Messers. Jayawardena, Dharmaratne and Saravanamuttu. At this time, the period of training was not fixed but recruits were passed out from the school when the officers in charge of the school thought they had been sufficiently trained.
The first in take of recruits when this school was opened amounted to 436.
It was whilst Mr. P.N.Banks was in charge that the training school moved to Bambalapitiya. In 1913 Sir Herbert Dowbiggin I.G.P. secured the Bambalapitiya grounds where the Police Depot now stands for the Police Department. Mr.P.N.Banks who was the first in charge at Bambalapitiya training school later became the I.G. Police Mr. S.W.O.De Silva who was also in charge for about 02 years became I.G. Police later.
In 1928 the first batch of Ceylonese Prob.A.S.PP. started their training here. The prefect system and the house system were started at this Institution. Houses were named after distinguished Police officers.
For duties in connection with the 1947 General elections the strength of the service had to be increased. Since it was not possible to train this large intake of Recruits-650 men, an additional training school was opened at the medway barracks Mutwal for training of these men between February and August 1947.
It was whilst Mr.S.G. De Zoysa was Director of this training school in 1948 that the school moved to its present site at Kalutara. The I.G. Police at this time was Sir Richard Aluvihare.
09 Training stations were opened for training of men and they were given the names of either ancient Singhalese kings or distinguished Police Officers.
On 1st April 1967, when Mr. John Attygalle was the Inspector General of Police, The Police training school was sifted from Kalutara to Echelon Square Barracks, which were occupied by the Sinha Regiment of the Ceylon Army. The Sinha Regiment moved to the premises vacated by P.T.S. at Kalutara. This shift was made on the orders of S/D & E.A.
On 15th December, 1970, when Mr. D.S.E.P.R. Senanayake was the Inspector General of Police on orders of Hon. Prime Minister Mrs. Sirimavo Bandaranaike the Police Training School was brought back to the original premises at Kalutara.
On 01.09.1974 the Police training school was re-named 'Sri Lanka Police College'.
By 1978 the accommodation at the Sri Lanka Police College was found to be inadequate to train the recruits who were to be enlisted due to the expansion of the Police service. In order to cater to this need, the teachers training college at Katukurunda was handed over to the Police department on an order by His Excellency J.R. Jayawardene the President of Sri Lanka on 02.02.1979. This branch was designated the Katukurunda wing and later handed over to S.T.F. and the training wing of the S.T.F. functions at this location at present. In the year 1990 and later Military training centers at Elpitiya, Nikaweratiya and Vehera were taken over by the Police College and designated as Elpitiya Nikaweratiya and Vehera wings.
The Administration of the Police Reservists Training Schools based at Pahalagama, Katana, Mahiyanganaya and Kundasale was brought under the purview of the Director, Sri Lanka Police College w.e.f. 15th June 2007 and those were re designated as Pahalagama, Katana, Mahiyanganaya and Kundasale Wings respectively.
The faculty of Agriculture of Sabaragamuwa University situated at Boralanda was handed over to the Police Department and another Training Wing was established there on 15.08.2007 naming as Boraland Wing. On the same day Vehera Wind was closed down and the staff was attached to Boralanda Wing.
The Training Wing at Kalladi was established on 10.08.2007 for the training of Police officers being recruited from the Eastern Province.


OBJECTIVES/FUNCTIONS OF THE DIVISION


1.
To accommodate newly recruited Assistant Superintendents of Police under probation, Probationary Sub Inspectors/ Women Sub Inspectors, Recruit Police Constables/Women Police Constables, Recruit Police Constable drivers and Security Assistants, train them and pass them out for active service in the country. The Main wing at Kalutara has 8 affiliated wings at Elpitiya, Nikaweratiya, Katana, Pahalagama, Kundasale, Mahiyanganaya, Boraland and Kalladi performing the same tasks.


2.
To accommodate and train promotes and prepare them to shoulder responsibilities of the new ranks.


3.
Conduct special courses such as 'Fundamentals of Criminal Investigation', 'Prosecutors course', 'Sinhala & English Typing courses' etc.


4.
Function a driving school for the Department to provide driver training to the Constable drivers and other ranks depending on applications and to provide Motorcycle riding training similarly.


5.
Conduct weapon-training facilities for different ranks at a special wing titled 'in-service Operational Training' located in the same premises.


6.
To provide venue and facilities to government and non government organizations for conducting seminars, work shop etc. subject to approval by I.G. Police

Blackburn have been searching for new owners for the past two years
Blackburn have been bought by the Rao family in a £43m deal to become the first Indian-owned Premier League club.
The new owners acquired Rovers' shares for £23m with a debt of about £20m also taken on, BBC Sport understands.
A trust set up by the late former owner Jack Walker to own the club has sold its 99.9% holding to the newly-formed company Venky's London Limited.
Trust chairman Paul Egerton-Vernon said: "We're very pleased to be passing on the Rovers to the Rao family."
The Venky's brand was initially founded in India as a poultry firm.
Egerton-Vernon continued: "We have been impressed with their enthusiasm and their plans and ideas for investment as well as their wish to preserve the legacy of Jack Walker."
Venky's chairman Anuradha J Desai said the company was "delighted, proud and humbled to be associated with Blackburn Rovers".
He added: "We will absolutely respect the Jack Walker legacy and will be actively supporting the organisation to ensure that Blackburn Rovers remains one of the best-run clubs within the Premier League.

Speaking on Friday before the deal was confirmed, Rovers boss Sam Allardyce welcomed the takeover and said he hoped it would lead to funds to buy new players as Rovers battle to avoid relegation from the Premier League.
"The best way to improve a football club in the early stages is the first-team results," he said.
"We all know we have been short of a bit of investment in the last few years.
"Since the trust has tried to sell the club they haven't been willing to fund the sort of transfers needed to keep the club improving.
"That's put it in danger of maybe being in the throes of selling your best players and threatened with relegation."
According to its website Venky's was established in 1976, mainly to produce chicks for the Indian poultry market, before diversifying into other areas including nutritional health products for humans, pet food and other healthcare products.
The Jack Walker Trust put Blackburn up for sale two years ago in the hope of attracting buyers willing to invest.
